Safety ratings for BC’s commercial truckers

The Ministry of Transportation ensures the safety of our roads by regulating commercial vehicles like trucks, semi-trailers, and buses through the National Safety Code (NSC). The Ministry’s Commercial Vehicle Safety and Enforcement branch (CVSE) keeps track of commercial driver performance, recording information like accident data, contraventions, and vehicle inspections and creating a Carrier Profile. Data contained on the profile is retrieved from numerous databases throughout the Ministry, ICBC, and through electronic data exchange from other Canadian provinces.

In the past, the Carrier Profile, which acts like a report card and details the driver’s rating or standing, was provided to commercial drivers through a manual and time-consuming process, resulting in a letter or a fax. To improve this process, by providing more timely access and reducing Ministry staff effort, OpenRoad developed a self-service, web-based application to allow commercial carriers to securely access their company’s Carrier Profile reports online.

By logging in through a secure government website, carriers are now able to query the system and produce a high-level summary report and detailed report, giving them an instant and up-to-date snapshot of their safety rating with the Ministry.

By using the latest Java web technology and innovative XML messaging, OpenRoad was able to query the Ministry’s mainframe system and produce printer-friendly PDF reports for commercial carriers. The pilot application was launched in February 2006, with full roll-out to over 25,000 commercial vehicle carriers throughout Spring 2006.
