/// The National Safety Code (NSC) is a set of federal standards supported by provincial regulations. The program establishes management and performance requirements for commercial carriers. Commercial Vehicle Safety and Enforcement (CVSE) has developed systems and processes to support British Columbia’s participation in the NSC Program. The Carrier Profile is a measurement of a carrier’s on road performance, and is comprised of a carrier’s demographic information, accident record, contraventions, and vehicle inspections. Data contained on the profile is retrieved from numerous data bases throughout the Ministry and ICBC. Data is also captured through an electronic data exchange from other Canadian jurisdictions. The overall result of the last carrier audit is also included on the carrier profile.
In the past, the Carrier Profile was provided to commercial carriers through a manual and time-consuming process. OpenRoad in partnership with the Ministry developed a web-based application to allow commercial carriers to access their company's Carrier Profile reports online. By logging in through a secure government website, carriers are able to query the system and produce a high-level summary report and detailed report, giving them an up-to-date snapshot of their safety rating with the Ministry.
By using the latest Java web technology and innovative XML messaging, OpenRoad was able to query the Ministry's mainframe system and produce printer-friendly PDF reports for commercial carriers. The pilot application was launched in February 2006, with full roll-out to over 25,000 commercial vehicle carriers throughout Spring 2006.
